better clarity compared to what? first gen night vision needs an external light-source such as an infrared light. also, there is an extreme distortion on what you actually see. you will probably be disappointed…
Note: OPTICS are not the end all be all in combat shooting. YES, they are great to have and IF used. They increase your chance of hitting your target WHEN you are aiming at the target. Often in urban and countering an ambush REFLEXIVE fire is what either kills the enemy or gets their heads down. I personally shoot iron sights but use my scope (4 power on an adapter attached to the carrying handle) for scanning and intimidation. I also have never found the CCO / red dot (M-68) to be worth the cost. I just go front sight post / waistline to line up a snap shot in close quarters. The PEQ-2 and PEQ-4 are must haves for night reflexive fire. In an OP at night then I'd mount a PAS-13(L) in place of my carrying handle / scope.
1) Depends on your units Table of Organization and Equipment.
2) Depends on your particular skill/assignment within your unit.
3) You can buy and bring your own (optics, accessories) so long as your chain of command says it's OK.

If your eyes are healthy and your vision is corrected to its optimal acuity using glasses/contacts, your vision should be good monocularly with either eye. However, having both eyes allows your brain to use the two images to determine depth perception at a level not achievable monocularly. With one eye, you can use the apparent size of objects (things appear smaller in the distance than near) and the overlapping of objects (things closer to you will overlap things behind them when in line with each other) and a few other methods to determine the distance objects are from you. But with both eyes, each eye sees objects at a slightly different angle. This disparity allows your brain to collect much more information about your surroundings which leads to stereopsis (depth perception). Also, with both eyes, if for some reason one image is unclear for any reason (you take your contact out, one eye is dry, etc etc) then the image from the other eye can take over and you will still see things clearly.

I don't see why not. The only problem is that the view will be flat and not 3D. You can get pocket sized binoculars very cheap. Big 5 just had a $19 pair on sale for $9 (8x). K-Mart has a set of a large and pocket size for $20.
Why pay for a name brand? Try them out at the store. Many are made by the same Chinese company. Get at least an 8x. Don't go above 12x. The very high power are difficult to keep steady while viewing.
